Maureen Gormley
Concrete Goals, LLC was established by Dr. Maureen Gormley, an experienced business leader and executive coach following a distinguished career as a hospital COO and executive officer at the National Institutes of Health. She partners with a team of collaborators composed of consultants and coaches with diverse experience in the public and private sectors, “kindred spirits” with whom she has interacted and built trusting and productive partnerships over many years.
Maureen is an organizational development consultant and coach with experience as a research, healthcare, and public sector business leader. Her approach to leadership and coaching is to combine strong analytic, strategic, and tactical approaches with an accessible and authentic presence. She is honest and thoughtful with feedback, and committed to supporting people, performance, and productivity. Maureen’s areas of expertise include organizational change, continuous quality improvement, strategic planning, and leadership development. As a career member of the Senior Executive Service, she managed budgets in excess of $2B, providing leadership to large and diverse workforces, and leading organization-wide strategy and operations. She led the command center for emergency response to such events as Hurricane Katrina, Ebola, and SARS.
Maureen is a frequently invited guest speaker on a variety of leadership topics, and a sought-after mentor, executive coach, and consultant. She has received the highest career honors, including a Presidential Rank Award conferred by President George W. Bush and HHS Distinguished Service Award. She holds a BS in nursing from Boston College (maintains an active RN license in Maryland); a MPH from Yale University; and a MA and PhD in human development and organizational systems from Fielding Graduate University, studying under national experts in management and leadership. Maureen is a PCC level executive coach credentialed by the International Coaching Federation. A native of Massachusetts, she and her family reside in suburban Washington, D.C.

Chuck Berke
Chuck Berke is an executive coach and corporate consultant with over twenty years of experience working with executive leaders at the highest levels of organizations. He currently works mainly with executives and their entire teams, employing a model that includes coaching, consulting and leadership development training. This blended approach to individual and team development, allows Chuck to assist individuals while simultaneously working with the system in which they operate. Chuck’s method embeds accountability into the system and puts the responsibility of change in the hands of the participants. He offers team training and individual sessions, both of which encourage the participant to create actionable steps meant to be put immediately to use. Chuck knows that it takes three things to change behavior and reputation; awareness, a desire to change and the know how to make and sustain the change. He realizes that a linear approach to individual and team development does not take into account the importance of interactional dynamics and context. He uses a systems approach to change that promotes synergy between the individuals on the team and the team itself.
Chuck understands from his own experience, what it takes to lead. As the CEO of a not-for-profit, he doubled the organization’s revenue over a ten-year period. He accomplished this by building a strong high performing team through coaching, mentoring and developing his employees.
Chuck has worked with individuals and teams from the following companies; GE, EMC/Dell, Bruker Corp, PepsiCo/Frito Lay, Johnson & Johnson, Priceline, Merck-Millipore, Nestle Waters, AIG, Nypro, Genesco Sports Enterprises, Starwood Hotels, Alexion Pharmaceuticals, Benchmark Electronics and The National Institutes of Health.

Lynn Hellinger
Lynn is a management consultant providing organizational development and human resource expertise to public sector research organizations. Lynn has over 40 years of broad, cross-functional, and progressive experience having served as a member of the Senior Executive Service where she provided strategic planning and development, operational and management coordination for financial management, general administration, ethics, procurement, contracts and information technology. She developed and implemented a five-year logistical support plan aligned with the biodefense research agenda after the 9/11 attacks to access the necessary complement and mix of resources, space, budgetary requirements, and training needs. Lynn has strong skills in leadership, strategic planning, analytics, research, and mentorship.
Lynn has a long history of involvement with the International Public Management Association; having served at every level of the organization from chapter to region to the national level. She is the recipient of several IPMA awards including the Eastern Region’s Charles H. Cushman Award, the Frank H. Densler Award, and was elected as an Honorary Lifetime Member with IPMA-US. She is also the recipient of the Presidential Rank Award. A graduate of the University of Michigan, Lynn has an avid love for traveling, cooking and reading. A native of Washington, D.C., she and her husband reside in Sarasota, Florida.

Michelle Jones-London
Michelle Jones-London, Ph.D., is a nationally respected scientific leader, strategist, and coach who has spent more than two decades shaping the future of the biomedical workforce at the National Institutes of Health. A trained neuroscientist and systems thinker, Michelle brings both intellectual rigor and deep humanity to her leadership.
Most recently, Michelle served as Associate Director in the Office of the Director at the National Institute of Neurological Disorders and Stroke (NINDS), where she founded and led the Office of Programs to Enhance the Neuroscience Workforce (OPEN). In that role, she built nationally recognized programs that strengthened pathways into neuroscience, expanded opportunity, and improved long-term career outcomes for scientists across the country. Her work is distinguished not only by scale and strategy, but by measurable impact, linking evaluation, policy, and practice in ways that create lasting change.
Michelle is known for her ability to hold both vision and execution. She designs initiatives that align people, data, and systems. She leads in a way that brings others along. Whether guiding trans-NIH collaborations across more than fifteen Institutes and Centers, mentoring high-performing teams, or briefing senior federal leadership, she combines clarity, honesty, and insight. Her colleagues value her as a catalytic builder of programs, partnerships, and communities of practice that endure.
At her core, Michelle believes that strong institutions are built by investing in people. As an Associate Certified Coach, she integrates coaching principles into her executive leadership, fostering accountability, growth, and shared ownership. She understands that sustainable transformation requires more than policy shifts; it requires trust, alignment, and the disciplined work of culture change.
Michelle has received multiple NIH Director’s Awards and national honors for leadership, mentorship, and advancing opportunity in science. She earned her Ph.D. in Neuroscience from The Pennsylvania State University College of Medicine and completed her postdoctoral training at the University of Pennsylvania.
Michelle brings a rare blend of scientific credibility, strategic foresight, and authentic presence. Her work enables leaders and organizations to move from intention to impact.

Cheryl Stevens
Cheryl Stevens is passionate about partnering with her clients to achieve and exceed their personal and organizational goals.
As a certified professional coach, Cheryl helps her clients to discover, develop and deliver a more powerful and aligned version of themselves. Her clients thrive by uncovering, supporting, and tapping into the greatness and capabilities that lie within.
Cheryl has been coaching and mentoring leaders for 15 years beginning in her Federal career and now in her practice. Cheryl works with executives and aspiring leaders individually and with teams helping them to deliver outstanding results by building synergy and establishing greater trust.
Prior to launching Thrive Coaching, LLC, Cheryl had a 33+ year career within the Department of Health and Human Services, 25 years of which were in leadership and executive positions at the National Institutes of Health, (NIH) and the Food and Drug Administration (FDA). Cheryl knows firsthand the challenges of competing demands, limited resources, and time management. She has coached leaders in Government from the Department of Defense, (DOD), the NIH, FDA, FTA, and the Health Research Services Administration, (HRSA). She has also coached professionals from the private sector.
Cheryl has a Master of Public Administration, is a Certified Professional Coach, and an accredited coach from the International Coaching Federation with a Professional Certified Coaching accreditation and a certified Master Practitioner in the Energy Leadership Index assessment tool, certified in Emotional Intelligence EQi.2.0, bTrue values assessment, and StrengthsFinders.
